Develop an interface to the service usable from XMPP clients.
Needed so the service can offer a more usable experience.

Should probably start out as a bot, if possible running under the server jid (i.e. phryk.net).

Alternative interfacing mechanisms to look into:

The latter would be fancier, but apparently support is even spottier?

Use-cases

E2EE policy per-user violation notification mechanism
E2EE policy per-user whitelists
Moderation
- report/block for members
- tools for moderators
