Needed to be enabled specifically for the MUC component, not globally (duh).
Still had a bug in it, which Zash nicely fixed in https://hg.prosody.im/prosody-modules/rev/c83bc703825d

Now, nick reservation works for owners, and probably admins and members, too – but that couldn't be verified because of a bug in gajim, which we reported here: https://dev.gajim.org/gajim/gajim/-/issues/10894
